Sheikha Hessa was the Assistant Director in the Office of the Consort of the Emir of Qatar, and Director of International Affairs at the Supreme Council for Family Affairs between 1998 and 2001. She was the first woman appointed by the United Nations as a special rapporteur for persons with disabilities in 2003 and her mandate was extended from 2005 to 2009. She was later appointed as a Special Envoy of the Secretary-General of the Arab League for Humanitarian Affairs.
